Senior CCP Intelligence Official Drops $8.4 Million on Building 650 Feet from the White House

On July 21, 2026, a foundation controlled by a man named Philip Qiu — also known as Qiu Feili — purchased the century-old, nine-story Securities Building on 15th Street in Washington, D.C., for $8.4 million. The building sits 650 feet northeast of the White House grounds.

Qiu isn't a real estate investor with a lucky eye for location. He's a reported senior Chinese intelligence official with direct ties to Beijing's security apparatus.

Qiu has been linked to the Shanghai Public Security Bureau's Criminal Investigation Team, which falls under China's Ministry of Public Security. He has also been connected to the CCP's United Front Work Department — the party organ responsible for foreign influence operations — as well as the All-China Federation of Returned Overseas Chinese's Shanghai branch and the Hong Kong Immigration Department Staff Association.

That's not a résumé. That's a wiring diagram for Chinese intelligence.

Qiu's own words don't exactly help his case. In 2021, he publicly stated that "the CCP is like a kind, but firm parent." That's the man who just bought a building you could hit with a baseball from the President's front lawn.

And Qiu's background goes beyond bureaucratic connections. A 2024 Instagram post from Shanghai Jiaotong University described him as having undergone "special forces training" and participating in a "combat-themed exercise." A Daily Caller News Foundation translation of Chinese-language materials noted that "Classmate Qiu Feili, who has undergone special forces training, served as a commander in the Red-Blue Battle" and "achieved the best individual sniper record" with "42 shots."

Former CIA operations officer Bryan Dean Wright didn't mince words about the implications. "This property allows access for big splashy intel ops as well as for more classic ops — like a listening post or Stingray-like systems to collect phone calls, text messages, and digital exhaust," Wright said.

"But what's especially alarming are emerging ops that properties like this allow — like hidden drone swarms or shipping container missiles. This kind of property is where the next 9/11 will come from. It's coming."

Some will wave this away as real estate anxiety. A building purchase. Perfectly legal transaction. Nothing to see. But legal and harmless are two different words, and only one of them applies when a man with verified ties to Chinese military intelligence, special forces training, and the CCP's primary foreign influence organ plants a flag within shouting distance of the Oval Office.

This isn't new territory. The U.S.-China Economic and Security Review Commission has spent years documenting Beijing's strategy of using civilian-front entities to establish intelligence footholds on American soil. The House Select Committee on the CCP has flagged similar patterns. As far back as November 2025, the Gateway Pundit reported on related CCP operations, and in July 2025, the Trump administration moved to crack down on exactly this kind of activity.

The question isn't whether Qiu's purchase is suspicious. A special-forces-trained intelligence official with ties to Beijing's spy services buying a nine-story building 650 feet from the White House answers that on its own.

The question is what happens to the building now — and whether anyone with the authority to do something about it is paying attention before a former CIA officer's warning stops being a warning.
